If you are paying cash or financing, you can make the payment in the United States. If you are going to finance with a bank, payments may be in El Salvador.

If you are going to finance with a bank, they usually require that the applicant must be a legal resident or US citizen. People with TPS or without legal status, should ask the bank they chose directly.
